Basic Qualifications & Experience
Bachelor’s degree in Health/Fitness Management, Health Promotion, Health Education, Health Sciences, Public Health Education, Community Health Education, Exercise Science; Exercise Physiology; Kinesiology or related field is required, AND three years of experience that reflects demonstrated knowledge of and skill to analyze and evaluate effectiveness and efficiency of program operations to meet goals and objectives. Certified Health Education Specialist (CHES) or Physical Activity in Public Health Specialist (PAPHS) is preferred (or eligibility to become certified within 2 years of hire). Skill to analyze and evaluate procedures, and systems to improve operations. Skill to perform surveys to determine compliance with established policies and procedures, and establish sound management practices. Skill to communicate effectively orally and in writing with executive level staff at Headquarters and at external agencies. Expert knowledge in exercise physiology/sciences, nutrition, health promotion and health/fitness management is preferred.
Duties and Responsibilities
Serves as a technical advisor to management for the evaluation of the effectiveness of programs, operations, productivity and efficiency (on a qualitative or quantitative basis) for MCCS Semper Fit Health Promotion program.
Assists in reviewing and monitoring activities of health promotion programs for compliance with OSD, DoD and MCCS policies and regulations. Assits with planning of health education programs Marine Corps wide .May consult with State and local health departments, and local voluntary agencies; organize community groups to study health problems and methods of disease prevention; and assist in coordinating mass health programs and in evaluating and improving health education programs.
Provides guidance, support, coordination, and assistance to field personnel concerned with health promotion and worksite wellness programs Marine Corps wide. Performs analysis to proliferate high quality, measurable health promotion programs. Determines indicators of effectiveness for public health programs and facilitates identification of best practices for program growth. Leads, organizes, and participates in multidisciplinary teams to develop health promotion programs. Maintains liaisons with external organizations and keeps abreast of national public health policies and priorities. Prepares and makes presentations. Skilled in written and verbal communication.
Conducts procedural inspections and reviews for compliance with MCCS policies and regulations, reporting discrepancies or noncompliance. Provides technical assistance, guidance, support, coordination, and assistance to field personnel concerned with health promotion and worksite wellness programs through on site management assistance Marine Corps wide. Makes recommendations on corrective actions and conducts follow up inspections. Reports on performance of programs to higher authority.
Independently, analyzes and provides expertise and input for the development of policy, regulations, instructions, standards, and guidelines related to health promotion and insures they are consistent with Marine Corps health promotion goals, current issues and standards of practice as they relate to the particular needs of active duty personnel, family members, and other special population groups. Drafts revisions as needed.
Conducts and organizes portions of analytical studies and economic analyses for MCCS health promotion programs and services. Plans, develops and conducts analyses for current and projected programs to achieve goals and objectives. Collects, verifies and adjusts data from diverse sources and performs qualitative analysis manually, and through automated systems. Evaluates quantitative results and consults with subject matter experts to identify significant factors, relationships and trends to produce accurate and meaningful data. Applies standard and customized computer techniques to data collection methods. May develop online surveys and mailing lists for survey distribution. May develop program surveys, audits, special projects.
Recommends programmatic plans, alternative courses of action, policies, and future strategies to support goals and objectives.
Provides technical support for and assesses health promotion in but not limited to, the following areas: (1)injury prevention, (2) tobacco use and cessation, (3) physical fitness (civilian and military), (4) nutrition education, (5) chronic disease management,(6) weight management, (7) sexual health and responsibility. Establishes outcome objectives for health promotion and population health programs, which will enable comparison with Healthy People 2020 national public health outcome objectives, DoD Survey of Health Related Behaviors, and Health Risk Assessments. Conducts program evaluation.
Coordinates with the Public Affairs Office to promote health education initiatives. Writes, publishes articles and provides information on current health issues within the Marine Corps through the use of a variety of Army publications and media.
Evaluates overall program administration, personnel management, services, technological development and support, improvements, purchase of property and equipment, and allocation of resources to ensure effective and efficient operation that meets the needs of a variety of audiences. Assists health promotion specialists and managers by researching, and implementing training programs that reflect industry best practices and compliance with Marine Corps policies and regulations, to include conferences and workshops that ensure staff is current on changing technology.
May attend conferences and meetings. Prepares supporting documentation for presentations and proposals. May prepare correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials.
Establishes partnerships and networks with various organizations in accomplishment of work. May represent the Marine Corps as a subject matter expert for health promotion programs.
Reviews, researches and benchmarks emerging trends in the health promotion industry and analyzes the actual or potential impacts on the Marine Corps.
Keeps current with new information and maintains competency by participating in professional meetings, continuing education courses related to certification, reading current professional journals and literature, and undertaking independent research in order to review and recommend action about work assignments.
