It sounds like you may have different user and age groups that you have to deal with and probably get the same complaint of it being too cold. It is actually depends on how comfortable your bathers or students are once outside. Once in the pool they are probably not complaining because it would be warm if it is heated. If it is windy, they may complain about being cold when getting out because the water is evaporating off their bodies faster. We've seen some bathers that are outside in very cold climates that are really diehard swimmers and they are comfortable going out in 50° (or less) weather. It is more of a common sense decision and if it was me going out there, I’d not go out there in less than 70° or maybe 65° weather but that is me making that decision. If I was an operator, I would post the temperatures at the existing door to the pool showing the water, conditions, and air temperature just so the users know that it may be cold outside. This makes it an option for some people to go out and makes them aware that they need to prepare if they do. I would also ask in each class how comfortable they are if it is cold or on certain low temperature days to make a decision to cancel a class or have it later in the day when warmer.
