Shane Kelly Park represents the conversion of a former 65-acre harness racing facility. The original plan was to develop three soccer fields and picnic pavilions, a playground facility, a rest-room/concessions-stand building and a maintenance building, with baseball fields and an equestrian trail and trail head to be added at a later date.

However, land adjacent to the site became available during the master planning process, and the park was expanded to 171 acres. With the expanded park size came the redesign of the future baseball complex to a six-field ?wagon wheel? configuration with two rest- room buildings, a concessions building and a playground. Three football fields and a picnic area also were added, along with large tracts of wetlands and uplands suitable for conservation.

The brick walls and galvanized aluminum roofs used for the park?s two picnic pavilions reflect the material makeup of other city buildings. Likewise, signage similar to that found at the city?s existing gateway and park entrances was incorporated. All infrastructure and components are nestled to make the site user friendly for the community and easy to maintain for parks staff.
