A bipartisan group of House lawmakers are preparing to introduce a bill that would allow for the establishment of a set of national rules for college sports.
Dubbed the SCORE Act (Student Compensation And Opportunity Through Rights and Endorsements), the bill would allow the NCAA, and possibly the new Collegiate Sports Commission, to make rules that would impact athletes across the country in the areas of NIL and revenue sharing, among others.

According to the USA Today, the bill includes language that would shield the NCAA, the Commission, conferences and schools from antitrust and state-court lawsuits the come about as a result of the rules. Any rule that comes about as a result of the bill “shall be treated as lawful under the antitrust laws and any similar State law, rule, regulation, requirement, standard, or other provision having the force and effect of law.”
“College athletics are a central part of American culture. We have heard from student-athletes and universities alike that we need a national framework, which is why we will be introducing and discussing the Student Compensation and Opportunity through Rights and Endorsements (SCORE) Act,” said Energy & Commerce Committee chairman Brett Guthrie (KY-02). “Stability, clarity, and transparency will be central to creating clear guardrails that support student-athletes and preserve the core educational mission of these schools.”
