With multiple pool industry certifications available today, choosing the right certification for your aquatics staff can be confusing. While each program has merit in specific niches, the Pool & Hot Tub Alliance (PHTA) Certified Pool & Spa Operator (CPO) certification program consistently stands out as the best all-around, industry-standard credential.
The CPO program is the world’s leading education and certification program for keeping pools safe and keeping them open. More than 700,000 pool professionals have gone through the CPO program over the past 50 years, and CPO certification is required to meet the safety codes in 25 states, the District of Columbia, and an additional two dozen local jurisdictions across the country.
“Some municipalities require a CPO to even get your operating permit every year,” explained Leigh Stevens, training director of property and enterprise services at RangeWater Real Estate, a facility management firm that operates across 12 states. “RangeWater mandates that a minimum of one person per facility is CPO certified, whether the local code requires it or not. By doing that, we’re not only making the facility better for residents and patrons, but for the facility owners—because chemical balance and water balance protect their multi-million-dollar assets.”
Unmatched Recognition and Regulatory Acceptance
The single biggest advantage of CPO certification is its universal recognition. CPO is accepted by health departments, municipalities, and employers nationwide as the default standard for pool operation, which speaks volumes to its unmatched respect in the aquatics industry. In fact, in many jurisdictional codes, CPO certification is the explicitly named or preferred certification for compliance.
“We prefer that our hires are already CPO certified,” Stevens said, “but we have eight CPO Instructors on our staff, including myself. If we hire someone without a CPO or someone needs to recertify, we can train them in-house.”
Because of the CPO program’s widespread acceptance, operators don’t have to worry about whether their credential is accepted or not, which brings massive peace of mind compared to competing programs that are only accepted in select regions, if even at all.
Practical, Operator-Focused Curriculum
The CPO certification program is designed specifically for real-world pool operation, balancing theory with practical application. The course curriculum emphasizes water chemistry and sanitation; equipment operation and troubleshooting; safety procedures and risk prevention; and legal and health department compliance.
Stevens believes that the chemistry side of the CPO curriculum is one of the most important aspects. “Chlorine, pH, disinfectants, daily testing of the chemicals and water balance—it protects the residents, the operators, the assets, and the pool itself,” he said.
Other competing programs can really only specialize in one topic or field. Some may excel in advanced design and construction, but at the expense of barely addressing the critical day-to-day operational management information. Other programs lean heavily toward specific technical service work while totally neglecting management or facility oversight. And some focus primarily on specific applications within the aquatics industry (like recreational centers or swimming lesson facilities) while neglecting to teach about the vast venue diversity within the industry.
Stevens emphasizes that CPO certification is helpful not just for those working in and around the pool, such as lifeguards and facility operators, but for the site managers as well so that they have a basic understanding of why a pool may need to close due to a safety or health issue.
Plain and simple: CPO hits the ideal middle ground with information deep enough to be authoritative yet practical enough to use daily.
“Even if you outsource your pool to a pool company, you should still have a CPO on staff,” Stevens said. “The pool company may be there once a day or a few times per week. It’s the onsite staff who will be testing the water, responding to emergencies, and handling the actual operations. You need qualified people onsite to do that work.”
Strong Industry Credibility and Career Value
Because of its longevity, industry authority, and consistent standards, the CPO certification carries strong professional credibility. Because PHTA requires that their CPO Instructors meet strict qualifications, on top of the program being continuously updated to reflect current health and safety practices, employers recognize it immediately.
This recognition translates directly into career benefits, including greater employability across commercial, municipal, hospitality, and educational facilities; easier compliance with inspections and audits; and increased trust from supervisors, regulators, and clients.
“CPOs serve as a marketing tool,” Stevens explained. “How the pool looks, how the pool smells, and the safety around the pool is a big selling feature and a big attraction. If you go to a pool with CPOs, you know it’s safe.”
While other certifications may serve to complement a professional’s resume, CPO is the credential that opens the most doors because it is the certification that employers know and trust the most, and for good reason.
CPO certification is also the first step in the PHTA Certified Pool Service Professional Pathway, the only recognized service career pathway in the industry that allows individuals to expand their skills and knowledge and earn the highest credential in the pool service industry. After an individual becomes a CPO, they can follow the pathway to become a Certified Pool & Spa Maintenance Specialist (CMS), followed by Certified Pool & Spa Service Technician (CST), and finally Certified Pool & Spa Service Professional (CSP).
At RangeWater, Stevens is in the process of putting many of his CPOs through the pathway to earn their next certification. “I’m huge on education,” he said. “It’s important to have additional training beyond the CPO.”
While other certifications can potentially get the job done, they often do far more disservice than anything else. The CPO certification program clearly stands out amongst the rest when it comes to its wide recognition, practical relevance, and professional credibility. It always has been, and remains, the most trusted, versatile, and widely accepted pool operator certification available. Simply put, CPO certification is the smartest choice for professionals who want confidence, compliance, and long-term career value.
