In pursuit of fairness and credibility, Michigan creates a pilot observation program for referees and umpires.

Oox 407 Ab Mark Uyl knows a thing or two about high school officiating. After all, he was a baseball, basketball and football official in the prep ranks for eight years before moving on to the collegiate level. And he still remembers when he and his colleagues would receive performance ratings from high school coaches at the end of each regular season determining their post-season assignments, and how many of the officials would "snicker," Uyl says, at frequent written comments implying they didn't know the rules or understand the mechanics of a particular sport. "For a coach to say an official doesn't know the rules is outlandish," Uyl says. "Any credibility that rating had went out the window."
