The Importance of Emergency Operations Planning: Keynote Preview

Amy J. Banks, Ph.D. will serve as the keynote speaker at the 2015 National Interscholastic and After School Safety and Security Summit. Dr. Banks currently serves as a Management and Program Analyst for the U.S. Department of Education's (ED) Office of Safe and Healthy Students.

Banks, Ph.D.The Office of Safe and Healthy Students (OSHS) administers, coordinates, and recommends policy for improving the quality of programs and activities to promote the health and well-being of students in elementary schools, secondary schools, and institutions of higher education. Specifically, she works in OSHS’ Center for School Preparedness (CSP), where they administer programs that support healthy students and healthy learning environments, including promoting healthy school climate, addressing pervasive violence, and supporting the ability of schools and institutions of higher education to prepare for and respond to all hazards, natural and man-made. CSP provides resources and training on school emergency management and planning efforts for K-12 schools and institutions of higher education.

Dr. Banks has a Bachelor of Arts degree in Child Psychology from the University of Minnesota-Minneapolis, and a doctorate from Howard University in Developmental Psychology. She is also currently completing a masters at Wesley Seminary in Washington, D.C., and has authored and co-authored multiple articles and reports relating to prekindergarten and school-age children in care, educative, and cultural contexts. Last but not least, Dr. Banks and her husband are the proud parents of a six-year old and twin four-year olds.

About the Interscholastic Athletics Safety and Security Summit
The main objective of the Summit is to address the key critical safety and security challenges facing high school administrators for interscholastic athletics and after school activities. The Summit will provide a mechanism to share ideas, and explore solutions to develop best practices through addressing designated major safety and security issues. The target audience consists of superintendents, principals, athletic administrators, local law enforcement, school resource officers, emergency managers, fire/HAZMAT, facility administrators, and board of education members. The attendees at the Summit will have an opportunity to participate in moderated discussions (round robin format) for each of the designated issues:

  • GameDay/Activities Safety and Security
  • Emergency Operations Planning
  • Identifying Threats and Hazards
  • Safety and Security Staff Training
  • Facilities Design/Environment
  • Building Safety and Security Aware Culture
